How to Check a PAGCOR License: Look Beyond the Badge

Learn how to check a PAGCOR licence claim, compare the operator and domain with official records, and recognise the limits of verification.

To check a PAGCOR license claim, compare the exact website address, business identity and permitted activity against PAGCOR’s own records. Start from the regulator’s website, not a badge or certificate supplied in a chat. If the details disagree, record the gap and ask PAGCOR to clarify before sharing money or personal documents.

A successful identity match supports only what the official record actually says. It does not guarantee safety, withdrawals or winnings. This guide helps you document a check without turning incomplete information into an accusation.

Start with the official PAGCOR sources

PAGCOR’s 18 June 2025 launch announcement identifies PAGCOR Guarantee as its reference for authorized online gaming websites. The exact host is www.pagcorguarantee.ph; PAGCOR’s main website is www.pagcor.ph. Reach the directory through the regulator’s announcement when a message or advertisement gives you an unfamiliar address.

The Electronic Gaming Licensing Department page also links separate lists for gaming system administrators and registered domains, licensed-casino brands and domains, and gaming venue operators. Choose the record relevant to the claim. A venue listing or supplier record should not be treated as blanket approval for every website using a similar name.

Use an identity-check worksheet

Keep one worksheet per website. Copy the site’s claims before comparing them with the official source, so the claim and the evidence remain distinct. Leave unavailable fields marked “not shown” instead of guessing.

Fields to record for a PAGCOR license check
Field What to save and compare
Website address Full URL, exact hostname and final address after any redirect.
Claimed identity Brand, legal business name and any license number shown in the site’s terms or footer.
Official identity Name, brand and domain exactly as published; note whether the record identifies an operator or a gaming system administrator.
Activity and status Relevant game offering, license category and any status or validity information actually provided.
Source and dates Official page or document URL, its stated effective or “as of” date, and your own check date.
Result and follow-up Matched fields, unresolved differences, screenshots and any regulator reply or reference number.

Search using both the brand and legal name. Read the full row and its column headings: a brand, administrator and operator can describe different roles. Where their relationship is not explained, ask for confirmation rather than silently treating the names as interchangeable.

Compare the address, not just the logo

These are fictional examples: brand.example, brand-login.example and brand.example.net are different addresses. A familiar word in a page path is not the hostname. Record subdomains too; do not assume approval for one address automatically covers every related-looking address.

If a link redirects, save the starting and final addresses. A redirect does not resolve a licensing mismatch by itself. This worksheet requires no account login, deposit, one-time password or identity-document upload.

Separate the record date from your check date

Opening a document today does not make its contents current to today. Record both dates. If a directory has no visible update date, say so. Revisit the regulator’s index for newer material; do not rely only on a saved PDF or a search-result snippet. If official sources conflict, preserve both and ask which applies.

For example, the registered brands and domains PDF opened on 19 October 2026 was dated 8 October 2026. Those dates describe different things: when the list says it applied, and when it was checked. The same download address may later serve a revised list.

A mismatch needs clarification

An unmatched name or domain means the claim has not been established by the evidence you checked. It is not, by itself, proof that an operator is illegal. Search limitations, different business roles or outdated documents may require further investigation; none should be assumed to explain away a discrepancy.

  • Badge only: request a traceable official entry, not another image of the same certificate.
  • Different domain: retain both addresses and ask whether the exact disputed address is authorized.
  • Different company: ask how the named business relates to the official entity and whether that relationship covers this activity.
  • Old or unavailable record: mark current status unresolved and seek updated confirmation.

Keep conclusions narrow: “I could not match this domain in the source checked” is more accurate than “this company has no license.” Likewise, a match for one domain does not validate an unrelated app download or social-media agent.

What a valid record does not guarantee

A licensing record does not measure withdrawal speed, resolve an individual complaint, audit an app’s privacy practices or promise a profit. Promotional terms and game mathematics need separate evidence. Our RTP and house-edge explanation shows why a theoretical return is not a personal payout promise.

An HTTPS connection protects data in transit; it does not establish regulatory approval. App-store availability, influencer endorsements and polished design also cannot substitute for an official identity match.

Check the scope of the permission

A license from another jurisdiction does not establish PAGCOR authorization. Even within PAGCOR records, the permitted activity matters. In its 19 May 2025 warning about fraudulent certifications, PAGCOR distinguished a legitimate E-Games venue license from a falsely claimed offshore license. That dated warning illustrates why finding a company name alone is insufficient.

Check the specific service and jurisdiction being claimed. A directory match also does not determine an individual’s eligibility to participate or override applicable restrictions.

Contact PAGCOR with a specific question

Use the official regulatory contact page to find the relevant department. At this check, it listed the Electronic Gaming Licensing Department with trunklines +632 8521-1542 and +632 8522-0299. Recheck the page before contacting it.

A useful inquiry is: “On [check date], [exact domain] claimed to operate as [business name]. I found [official record and date], but [specific field] differs. Does that record cover this domain and activity?” Attach relevant, redacted evidence and retain the response.

Do not post identity documents, passwords or full account details in public comments. If a source is inaccessible, record that limitation; failed access is not a finding about an operator.

Common questions

Does LEGITCASINO.APP certify operators?

No. This is an independent educational guide, not a regulator’s certification or a safety guarantee.

Can I reuse last month’s check?

Keep it as historical evidence, but revisit the official sources when checking a new claim, changed address or changed business identity.

Official web sources checked: 19 October 2026. This date describes source research, not a certification of any operator.
